　一　中国も露も北をげに諫めけり核でや覇権握れるとでも
　　　（備考：【ニューヨーク共同】国連安全保障理事会は5日、北朝鮮による2回の大陸間弾道ミサイル（ICBM）発射を受け、北朝鮮に対する米国主導の新たな制裁決議を全会一致で採択した。核・ミサイル開発の資金源を遮断するため、北朝鮮の主産品の石炭や海産物の輸出を全面的に禁止するのが柱で、対象は輸出総額の約3分の1に当たる約10億ドル（訳111０億円）に上る。確実に履行されれば金正恩政権にとって大きな痛手となり、北朝鮮側の反発は必至だ。
　トランプ米大統領は5日、決議採択を歓迎し、ツイッターに「北朝鮮に対するこれまでで最大の経済制裁だ」と投稿した。菅義偉官房長官は6日「初めて非常に厳しい決議になった。いかに早く実施していくかだ」と述べた。
　強力な制裁に消極的な中国とロシアも最終的に賛成した。中国の劉結一国連大使は「対話を通じた朝鮮半島の非核化」を強調しており、対話路線に導くには一定の圧力が必要だと判断した可能性もある。ロシアのネペンジャ国連大使も「（制裁は）建設的対話に向けた手段である必要がある」と述べた。米国が当初求めた石油禁輸は中国の反対で外された。
　決議は北朝鮮が国外に派遣して貴重な外貨獲得手段としている労働者について、国連加盟国による新たな受け入を禁止した。北朝鮮の企業などが外国資本との共同企業体（JV）を新たに設立したり、設立済みのJVに新規投資をして拡張したりすることも禁じた。資産凍結や渡航禁止の対象として金融関係者ら9個人、４団体を追加指定した。
　7月4日と28日のICBM発射が過去の安保理事決議に違反しているとして非難。ICBMではなく射程の短い中距離ミサイルだと主張するロシアに配慮して、決議は「北朝鮮がICBMと主張している弾道ミサイル」と表現した。」『新潟日報』2017年8月7日付）
